AJL licence application service

We prepare the full KPDN submission for companies entering direct selling in Malaysia: structure, marketing plan, documents, filing and interview. One file, built to survive assessment.

Who needs this licence

The Act applies by how you sell, not by what you sell. If any of these describe your business, you are inside the regime.

  • You pay commission to people who are not your employees for selling your product.
  • Sellers earn anything from the sales of people they introduced.
  • You sell away from a fixed business premises, including by catalogue, phone or online.
  • You are launching an MLM, SLM or mail-order business and have not yet traded.
  • You hold a licence already and are changing your marketing plan, products or structure.
  • You are a foreign direct selling company entering the Malaysian market.

Licence categories we handle

Each category is assessed differently. We work across all four, including combined licences.

Multi-level marketing (MLM)

Downline commissions. The most scrutinised category, and the one where plan modelling matters most.

Single-level marketing (SLM)

Commission on own sales only. Lighter to justify, identical document burden.

Mail order (MO)

Catalogue, telephone and electronic transaction selling without a fixed premises.

Combined (SL/MO)

Appointed sellers plus direct-to-customer, running on one consistent price structure.

What we will tell you before you pay

Three things most consultancies leave until after the invoice.

If your structure will not pass

Where the company, shareholding or product mix makes approval unlikely as things stand, we say so at the review stage, not after submission.

If your plan is overpaying

We model the payout against your margin. If it cannot be funded, you will see the numbers rather than a reassurance.

What we cannot promise

The decision is the Ministry’s. Anyone guaranteeing approval is either misinformed or selling you something else.

Common questions

How much does the service cost?
It depends on the licence category, whether your marketing plan needs building from scratch or only documenting, and how many products are in scope. We quote a fixed fee after the structure review, so you know the figure before committing.
Can you take over an application I have already submitted?
Yes. It is common. We review what was filed, identify what triggered the queries, and rebuild the weak parts rather than starting the whole file again.
Do you work with foreign companies entering Malaysia?
Yes. The licence can only be held by a company incorporated in Malaysia, so the first step is usually establishing the local entity and settling its shareholding. We advise on what that structure needs to look like for licensing purposes.
What if my products need other approvals?
Some product categories carry their own regulatory requirements separate from the AJL licence. We flag these during the product review so they run in parallel instead of surfacing late.
Do you also build the MLM software?
ByteStraits builds commission and genealogy platforms, so yes, though it is a separate engagement. Licensing comes first either way: the plan has to be approved before a system should be built to run it.

Start with the structure review

Before any drafting, we look at what you have and tell you what the licence will require. That conversation is free.
